Miao Hua is widely seen as very close to the Chinese president, and there are only six members of the Central Military Commission, including the chairman (who is the general secretary of the ruling Communist Party), and they participate in every decision on important military matters.
Although the current Chinese president has greatly consolidated his power, he remains concerned about the loyalty of the military to him, as the PLA has several branches, including the army, navy, air force and missile force.
