US President-elect Donald Trump plans to sign more than 25 executive orders and directives on his first day in office on January 20, 2025, as he seeks to dramatically reshape US government policy on issues from immigration to energy, Reuters reported.
Two sources familiar with the effort told Reuters that President Donald Trump has told his team he wants to make a “big splash” with his first-day orders, looking to exercise his executive authority more broadly and quickly than he did during his first term.
Donald Trump issued only a handful of such orders on the first day of his 2017-2021 presidency. In contrast, Democratic President Joe Biden issued 17 executive orders on his first day in office in 2021, many of which were intended to roll back policies from Donald Trump’s first presidency.
“The American people can count on President Trump to use his executive authority on Day 1 to deliver on the promises he made to them during the campaign,” President Donald Trump spokeswoman Carolyn Levitt said when asked about plans for executive orders.
Presidents often issue executive orders to quickly fulfill campaign pledges and set policy goals without going through the lengthy process of getting legislation through Congress.
However, executive orders can be subject to legal challenges, and Congress typically must approve any money allocated to carry out executive order mandates.
A source familiar with the Trump team’s plans told Reuters that there is an internal recognition that each action requires a huge amount of coordination among affected government agencies, which could slow things down and reduce the total number of first-day orders, and that more orders and directives will be issued in the days and weeks that follow.
Four sources told Reuters that the effort is being coordinated by Stephen Miller, a longtime Trump aide who will be a senior White House adviser when Trump begins his second term.
The Trump team is working on the executive orders from lists of draft orders provided by groups such as the America First Institute, a think tank founded in 2021 to promote Trump’s policies and ideas, as well as the conservative Partnership Institute and the conservative Heritage Foundation.
